Principles of Distance Education
(taken from report of President of Irvine Community College on
Online Education) their website is located at http://www.ivc.cc.ca.us/
1. Distance Education is appropriate
means to achieve learning
status: At Mission College we
currently have 12 classes offered in Distant Education (http://lamission.org/online2000.htm) Astronomy and Business Law 1 scheduled for
Summer 2000, and probably the same number or more distant ed classes
to be offered in the Fall of 2000.
2. Standards of funding, processes
for development and approval, outcome evaluation should be comparable
to other methods of achieving learning
status: Eloise Cantrell, through
a specially funded project, has established 4 - 6 classes in Distant
Education in colloboration with ecollege (http://lamission.org/ecollege.htme). The College has funded the remainder of the
distant education classes now being offered.
3. Interaction between student and
facutly is essential and is accomplished through various communication
tools, such as email, "hypernews" discussions, IRC (relay
chat), interactive quizzes (Quizmaker), and interactive webpages
status: Each of the onlne classes
uses different means of communication with its students, almost
all of the clases use email communication, few courses however,
use the full range of "communication tools".
4. The ability of the instructor to
structure the learning environmen is essential and should be addressed.
status: currently a sub-committee
of the Academic Senate, called the Technology Mediated Instruction
Committee was established, and David Jones, English Dept. was
elected as its chair. their webpage is located at : http://www.lamission.org/online/
5. Distant Ed classes should be able
to qualify for transfer to Univ. of Calif, and the Calif. State
University system.
status: To get a distant ed class approved, an instructor must
first either update the current course. This is accomplished by
updating the course on the revised PNCR (10/14/99) "Proposed
New Course Request" see
http://lamission.org/pncr101499.doc,
and attach the one page, form entitled " add here"
see attached document. If it is a new course, then all of the
currently adopted procedures for approval of a new course must
be followed, and the new course submitted to the curriculum committee
for review and approval.
6. The college should fund the expansion
of distance education and technology mediated instruction.
status: need to consult with
administration on their plans, budgets, etc. on funding and expansion
of distance education. we need a technology plan in order to implement
some of these goals and objectives. Tom Oliver did a tech plan,
on 2/16/98, located at http://www.vcsun.org/~djordan/techplan.htm. It was submitted to a joint meeting of Faculty
in February of 1998, and four different commitees were establised.
Each committee meet a few times, and then nothing else has been
done to my knowledge.
7. All courses offered by Distant
Education should be funded at comparable levels as class room
courses.
status: check with Academic Affairs,

8. Incentives and support should be
provided for faculty training and development of distant education
classes.
status: A webpage workshop was
offered to faculty on 1/4/99 with the assistance of the CSUN Webproject,
and their Learning Resource Center, see materials for the workshop
at http://www.vcsun.org/~djordan/staffdev/csunshop.htm, and another web page workshop, again assisted
by CSUN, was offered on 7/12/99, see workshop materials at http://www.vcsun.org/~djordan/resourceswpw.htm. Also in July of 1999, a modest incentive program
was established by Staff Development, entitled the " L.A.
Mission College Web Project" (materials are located at http://www.vcsun.org/~djordan/staffdev/webproject.htm) which provided the following modest incentives
for faculty to create class webpages:

$ 100 - for advanced web page development
$ 75 - to develop/implement the following tools, or comparable
technology
hypernews "threaded discussion" forums on your
webpage, or comparable
technology of "threaded discussions", or "asynchronous
communication".
quizmaker on your webpage, or comparable technology of "online
testing or
assessment.
IRC chat or Javachat on your webpage, or comparable technology
of "synchronous
communication" or "chat forums".
Using Excel to Post Grades to your webpage, or comparable
technology
Web Utilities, such as listbot, a webaddressbook, a calendar,
or other comparable
web utility tools, or technology.
To date, a number of instructors have worked on creating webpages
with the assistance of Staff Development: including Richard Yamauchi
(http://www.vcsun.org/~yamauchi), and others.
A special note of thanks: The Web
Project at CSUN, and John Hartzog, Director of the Learning
Resource Center have provided, for "free",
all of their "communication tools" - including "hypernews",
IRC, JavaIRC, and Quizmaker to L.A. Mission College, along with
space on their server at http://www.vcsun.org. As a result, Mission now has more
than 45 of its faculty using vcsun.org webpages in their classrooms (some instructors more, and some less). In addition,
L.A. Mission Faculty have attended various "free" workshops
offered by CSUN to assist in learning web teaching, and the "communication
tools". The most recent workshops are "Sundays
in Cyberspace", which three (3)
of our college faculty attended.
Mark Pracher has recently obtained a federal grant under Title III for implementation of support to college faculty in adding supplemental materials "online" for their students. This grant will work with the existing college structure, including Staff Development, and the Technology Mediated Instruction Committee to implement the use of "online" supplemental materials, including quizzes, and the like for use by students and instructors.
Starting the Fall 1999 semester, the Staff Development Committee hired a "professional expert", Peter Marcoux to assist faculty with the creation of their webpages, and implementation of technology to assist online education. Peter Marcoux is teaching faculty at both El Camino College, and Mission Pace Program, and Mission English Department. He is currently teaching English 28 online at http://www.vcsun.org/~marcoux/spring2000/0102/index.htm
Peter Marcoux has completed the following projects in the Fall 99/Spring 2000 Semester:
1. created a template which instructors
can use for their initial webpages:

2. helped a number of faculty with their webpages, including Joe Meyer, Political Science with his online Poli Science webpage at http://www.vcsun.org/~jmeyer
3. researched links for copyright issues
facing online instructors located at

4. worked with Mark Pursley, Director
of PACE, and updated their program webpage

5. worked with Suanne Ritcheson, Gwen Walker, and the other counselors, and establshed a webpage for counseling at http://www.lamission.cc.ca.us/counseling/ which includes a list of FAQ's and email addresses of all of the counselors so students can consult with the counselors through email.
The Technology Mediated Instruction Commitee
has worked on the following matters to support online distant

1. Agreed to forward to the Senate the recommendation that:
The T1 line to C4NET that provides Internet access for the academic
network be routed directly to the LC/Library without connection
to Cisco Pix Firewall. This will ensure a more reliable internet
connection and availability for online students, and technology
mediated instruction
2: Has worked on a proposed mailing of packets to potential online
students
3: Need agreements with Academic Affairs and Student Services
for this Committee to proof the
Schedule format for online courses
4: Need to simplify online registration and telephone registration
5: is working on updating the home webpage at Mission College
to make it more student user centered and friendly.
6: Will discuss value of Committee mission statement
7: Will discuss planning a technology plan for the college
8: Agreed to forward to the Senate the recommendation that both
Web-based and telephonic
enrollment remain open until classes are full, minus five.
9. Nontransferable credit and non-credit courses should be
developed for distant education classes.
status: uncertain of this goal and objective. consult with
academic affairs.
10. The college should develop a plan
to encourage cooperation and eliminate duplication of resources
in both is class room courses and courses offered online.
